Blue Whale Compensation builds compensation programs that work — and keeps them working through tech. We partner with HR leaders, executives, and boards to solve compensation challenges through targeted consulting and our proprietary platform, BlueComp. Designed for organizations that need structure without the complexity of enterprise systems, BlueComp gives clients a way to manage compensation long after the project ends — no spreadsheets, no subscriptions, no guesswork.

We solve compensation problems and give organizations the tools to manage them moving forward. Our work covers executive pay, salary structure development, market benchmarking, internal equity, and pay transparency compliance. Each engagement includes access to BlueComp, our compensation management platform built for lean teams and complex demands — without the cost or weight of enterprise systems. How We Do It

Juan P. Garcia
After serving over 20 years in the roles of Director of Organizational Research and Director of Compensation at full-scale Human Resources Consulting firms, Juan decided to pursue opportunities to allow him to leverage the use of technology to make services more accessible to companies of all sizes and industries.

Vivian Caldera
For over 15 years, Vivian has specialized in Compensation Consulting. She has provided expertise in academia, medicine, banking, engineering, and many more.

Sandra Dee Bufalini
Ms. Bufalini’s professional background includes 33 years of professional/managerial compensation and benefits experience. Twenty-one of these years worked in the public sector at California State University (CSU), both at the Pomona and San Bernardino campuses.
Her responsibilities include compensation and classification studies, conducting classification reviews and appeals, providing equity salary analyses, participating in salary surveys/benchmarking positions, and implementing reorganizations in a Union environment.
Most recently, Ms. Bufalini worked Compensation Consultant for A. J. Gallagher, serving public sector employers (Cities, Counties, and Municipalities).
